Integrity Chain is a validator framework built for independent oversight institutions. It verifies data accuracy across public and private nodes, ensuring all blockchain-published records remain tamper-proof, authenticated, and consistent with national standards for transparency and data governance.
DPWH manages high-value, multi-year infrastructure projects where records pass through many hands and systems. Disputes arise when documents, milestones, or budgets are hard to trace end-to-end, and verification depends on manual checks instead of tamper-evident proofs.
Foreign-assisted programs add layers of oversight, reporting, and audit requirements. Without a single, publicly accessible ledger, stakeholders struggle to confirm the latest status, spot anomalies quickly, and attest that published information matches official project records.
DPWH partnered with the Blockchain Council of the Philippines to launch Integrity Chain, a blockchain-powered public ledger for infrastructure data. The pilot begins with foreign-assisted projects, recording key items like budgets, procurement steps, and construction milestones on an immutable ledger.
Integrity Chain is powered by Lumen, BYC Ventures’ blockchain-as-a-service platform, which serves as the system backbone for secure data integration and validation. The initiative follows the Digital Public Asset (DPA) framework, converting project records into verifiable on-chain proofs. It provides a real-time public dashboard, multi-sector validation, and a one-year subscription with training and cybersecurity support in compliance with the Data Privacy Act. The goal is transparent monitoring, faster anomaly detection, and a durable audit trail accessible to citizens, media, lenders, and oversight bodies.
