Katibayan comes from the Filipino concept of evidence or proof. The name reflects a simple idea. Good governance should not rest on assurance alone, and citizens should be able to examine the records that support it.
For an ordinary resident, that means being able to check whether a barangay project was funded, whether a permit was properly issued, or whether a procurement contract matches what was delivered. These are the records that shape daily life, and Katibayan is designed to make them easier to find and review.

Its deployment in Baguio City became an early reference point for this approach. In Baguio, ordinances and infrastructure contracts were recorded with permanent, publicly verifiable audit trails, giving residents a direct way to review the decisions that affect their community.

Katibayan introduces a more focused and institutional visual language, built on a restrained palette, deliberate typography, and a clearer structure.

Instead of asking citizens to believe a system is transparent, we make the records behind public accountability available for review.”
