MANILA, Philippines — BYC Ventures today announced its strategic evolution around Institutional Truth Infrastructure, marking a deliberate expansion from a narrower blockchain infrastructure narrative into a more integrated platform and ecosystem strategy.

At the center of this evolution is Lumen, the flagship Trust Operating System of BYC Ventures. Designed for governments, enterprises, and regulated environments, Lumen serves as the unified platform through which BYC Ventures delivers intelligent, verifiable, and resilient systems.

The updated direction reflects the company’s view that institutions now require more than digitization alone. From Blockchain Infrastructure to Institutional Truth Infrastructure

BYC Ventures built its foundation deploying production-grade blockchain systems for Philippine national institutions — including the Department of Budget and Management (DBM), the Department of Public Works and Highways (DPWH), the Department of Information and Communications Technology (DICT), the House of Representatives, and multiple local government units. With more than ₱92 billion in government records secured on-chain and live systems operating across national institutions, the company observed a consistent pattern: verified records alone were not sufficient.

Institutions needed intelligent systems capable of querying verified data, detecting anomalies, automating workflows, and integrating real-world event data into a single trusted layer. Lumen is built to address that gap.

Through Lumen, BYC Ventures brings together three strategic pillars: blockchain-based verification for tamper-evident record integrity, AI-powered orchestration for intelligent operations and decision support, and post-quantum-ready resilience for long-term cryptographic security. Together, these capabilities are designed to help institutions strengthen record integrity, modernize workflows, and support trusted digital operations at scale.

“Every government system we deployed over the past two years asked the same follow-up question: now that these records are verifiable, what more can we build on top of them?” said Paul Soliman, Co-Founder and CEO of BYC Ventures. “The deployments with DBM, DPWH, DICT, and the House of Representatives were not endpoints. They were proof. Lumen is how we take that proof further — extending verified records into intelligent, automated, and continuously auditable institutional systems.”

Lumen is designed to complement existing enterprise systems rather than replace them. Its modular architecture allows institutions to adopt individual capabilities independently or deploy the full platform, depending on operational requirements.

The platform’s foundation includes several regional firsts. BYC Ventures’ deployment for DBM is considered the first operational national budget blockchain system in Asia, securing key budget instruments including Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs). Its GAA 2026 Budget Portal, built in partnership with DICT and deployed for the House of Representatives, pairs blockchain-anchored records with an AI interface capable of responding to citizen budget queries in both English and Tagalog.
